Funding
The Anglican Schools Commission Incorporated, trading as AngliSchools (“AngliSchools”), is an Incorporated Association governed by a Board of Directors.
Founded in 1985 from modest beginnings with the opening our first school in 1986 in Perth’s northern beachside suburb of Hillarys (St Mark’s Anglican Community School), there are now approximately 19,000 students attending our 16 schools – 12 located in Western Australia, three in Victoria, and one in New South Wales. We employ almost 3,000 teaching and support staff, making AngliSchools one of the larger non-government schooling systems in Australia.

Our Mission is to support and strengthen our existing schools and grow new AngliSchools which provide a high quality, inclusive and caring education, one that is deeply immersed in Anglican Identity.

AngliSchools relies on recurrent and capital funding from Commonwealth and State Governments, as well as tuition fees and donations from generous benefactors to establish and operate schools in Western Australia, Victoria and New South Wales.
All Western Australian schools operate under one of two AngliSchools Enterprise Agreements – one for Teachers and the other for Support Staff. Our Western Australian schools receive recurrent and capital funding from both the Commonwealth and Western Australian Governments.
Cathedral College Wangaratta, Cobram Anglican Grammar School and All Saints Anglican School operate under one AngliSchools Victorian Enterprise Agreement. Each of these schools receive recurrent and capital funding from both the Commonwealth and Victorian Governments.
Trinity Anglican College in Albury NSW, operates under the AngliSchools New South Wales Enterprise Agreement and receives recurrent and capital funding from both the Commonwealth and New South Wales Governments.
Distribution of Commonwealth Recurrent Funding
AngliSchools is a Commonwealth Approved System Authority.
AngliSchools receives and distributes Commonwealth recurrent funding to each of our schools (except the Language College) in accordance with the amounts calculated by the Department of Education (“DESE”) under Section 78(4) of the Australian Education Act 2013 (the Act). Our schools are well placed to identify and respond to the needs of the respective communities they serve.
This distribution is based on the Commonwealth’s allocation and includes:
- The Schooling Resource Standard (SRS) amount per student specified for each primary and secondary school; and
- Loadings for disadvantage.
An amount is deducted from this distribution to schools by way of a System Levy, used to fund the Head Office which provides services to all AngliSchools.
The Commonwealth calculates individual schools’ recurrent grant funding entitlements in accordance with Section 78(5) of the Act. DESE disaggregated the transitional percentage of schools’ entitlements as they move towards their eventual entitlement of SRS from 2029. At the same time, changes were made by the Commonwealth to the method of calculation of families’ ‘Capacity to Contribute’ to fees.
Accordingly, AngliSchools may re-distribute a small proportion of calculated recurrent grant funding between its schools, to assist schools in the transition to funding under the new method of calculation of ‘Capacity to Contribute.’ In 2025, the redistributed figure amounted to less than 0.4% of the System’s AngliSchools’ aggregate base funding.

Related Matters
In general, the kinds of expenditure to which government recurrent funding is applied includes:
- staff salaries including
- principals, senior leadership and teaching staff;
- school support staff such as library, office maintenance and grounds staff; and
- finance, technology and other administration staff;
- school operation costs including office services and school audits;
- facility and property costs including utilities and maintenance;
- debt servicing costs (interest and principal repayments); and
- expenditure on equipment.
AngliSchools appoints the Principal. Teaching and support staff are appointed by the Principal, subject to a school’s Board-approved budget, which considers the Australian Government’s categories of disadvantage as set out in the Act:
- Students with Disabilities;
- Aboriginal or Torres Strait Islander students;
- Students with Low English Proficiency;
- Low Index of Community Socio-Educational Advantage (ICSEA);
- Small schools; and
- Rural and Remote schools.
The total Commonwealth and State recurrent funding in any calendar year is expended entirely within that year on eligible school-related expenses. No government recurrent funding is retained as a surplus.
In addition, school fees and other income from private sources is spent or committed to be spent on school-related activities. Some private income received is not spent during the year in which it is received, as it is necessary to reserve some funds for future non-recurrent needs.
These needs include:
- amounts used to cover depreciation and amortisation expenses, which are of a non-cash nature but are nonetheless necessary to cover future capital replacement and refurbishment costs;
- repayment of the principal component of loans for the building and refurbishment of schools;
- funds for new and expanded school facilities to meet enrolment demand from population growth and other factors; and
- working capital reserves required to ensure financial viability in the event of delays in receipt of payments, or in respect of other risks, including unforeseen events.
Financial Reporting
AngliSchools provides detailed financial information to the Australian Government annually for each of our schools, by way of the Financial Questionnaire, as well as supporting data including audited financial statements.
This data is then used to create the dataset reported by the Australian Curriculum, Assessment and
Reporting Authority (ACARA) on the publicly accessible MySchool website.

REGISTRATION
Our West Australian schools have been granted Registration by the Western Australian Minister for Education.
Cathedral College Wangaratta, Cobram Anglican Grammar School and All Saints Anglican School in Shepparton have been granted Registration by the Victorian Minister for Education.
Trinity Anglican College in Albury has been granted Registration by the New South Wales Minister for Education.


Strategic Plan
The purpose of our Strategic Plan 2025 is to provide us, through our Board, with a core direction over the coming years. Our strategic direction lives in and through our schools. While this plan is a Board document, it will inform school councils as they develop their individual school-based strategic plans.
The plan defines our core activity within five areas: growing our Anglican Identity; system sustainability and growth; being a learning community; inclusion, justice and respect; and leading through influence and advocacy.
Our Strategic Plan has been designed to assist us to focus on our vision and recommit to our core purpose as we work together to establish new schools and support existing ones.
